Federalism
The constitutional division of power between the national government and the states.
The Supremacy Clause makes valid federal law trump conflicting state law (preemption). Congress acts through enumerated powers (commerce, taxing and spending, etc.); states retain a general police power over health, safety, welfare, and morals. The tension between these is the engine of most federalism questions.
