Billing Policy
A billing policy links a user scope (all users or a security group) to an Azure subscription so that pay-as-you-go Copilot and agent consumption is metered and charged.
It turns on billing through Azure meters for the in-scope users; a coexisting policy can also exist in the Power Platform admin center, but the billing system charges only once.
